现为中国科学院院士、全国政协委员兼人口资源环境委员会委员、中国科学院学位评定委员会副主任、中国气象学会副理事长。黄荣辉1942年8月17日生于福建省惠安县,于1965年北京大学地球物理系毕业,同年考入中国科学院研究生院,师从叶笃正院士,从事大气动力学研究,后进入中国科学院大气物理研究所工作。1978年晋升为助理研究员,1979年赴日本东京大学留学,1983年获日本东京大学理学博士学位,1984年任中国科学院大气物理研究所第五研究室主任,1985年起晋升为中国科学院大气物理研究所研究员,之后为博士生导师、所学位委员会副主任,1990年被选为国家气候研究委员会秘书长,1991年被选为中国科学院院士,1992年迄今被聘为国务院学位委员会学科评议组成员,1993年迄今当选为第八、九、十届全国政协委员,1993~2001年任中国科学院大气物理研究所副所长,1995年迄今被聘为《大气科学》主编,1996~2002年被选为中国科学院地学部常委、中国科学院研究生教材建设委员会副主任,1997年迄今被聘为中国科学院学位委员会副主任,1999~2004年任国家气候研究委员会常务副主任,1999年迄今任欧美同学会(现又称中国留学人员联谊会)副会长并于2003年任常务副会长、留日同学会会长,2002年迄今任中国气象学会副理事长。1986年曾获得国家\研究领域
