个人简历

男，汉族，陕西延川县人，1965年2月出生，2006年6月毕业于中国农业大学，获博士学位。人口-资源与环境经济学学科带头人，历任Ambio、Society & Natural Resources、Scientific World Journal、Ecosystem Health and Sustainability、《生态学报》、《林业经济论评》等刊物编辑和编委。截至2018年底，出版专著2部，以第一作者和通讯作者身份在国内外刊物发表学术论文130余篇，其中被SSCI/SCI收录90余篇、一区（Q1）论文50余篇，1篇论文入选Faculty of 1000 Biology，SCI/SSCI他引1500余次；获国家技术发明专利授权4项，国家与地方科技进步奖8项、自然科学奖1项；获陕西省“百人计划学者”称号，获2014年度国际生态与社会科学实践奖，入选2015～2018年度Elsevier社会学全球高被引学者榜单。

工作经历
2017年3月调入中央民族大学经济学院任教授；
2008年7月调入北京林业大学水土保持学院/经济管理学院任副教授/教授；
1987年5月调入延安市水务局任水土保持专业助理工程师/工程师/高级工程师；
1985年7月分配到延安市种畜厂任畜牧技术员。
学术贡献
（1）制度经济学：发现了政治制度变革（真理问题讨论、产权制度变革等）是经济制度变革的前提条件，提出了政治与经济制度改革相互促进的制度变革“平衡理论”；揭示了依赖新型产业维持生计的新型人类、是推动社会制度变革的主要力量，提出了新型人类是资本主义制度掘墓人的“新人理论”；证明了通过对受损人群补偿、保障多数人利益可以减少制度变革阻力、保证制度变革成功的制度变革“双赢理论”；基于人民国家理论思想，提出了四权分立、人民监督管理的国家权力分配制度，为我国社会主义政治经济改革提供了科学依据。
（2）发展经济学：基于全要素分析方法，计算了人为因素与自然因素耦合作用对我国近40年来经济增长、区域发展的贡献度，揭示了气候变化对区域社会经济发的驱动机制；研究了地理诅咒对偏僻地区居民生计的影响，明确了造成我国居民贫困的交通距离；确定了工业文明向信息经济演化的局部人口阈值，揭示了人口聚集对人类文明演化的动力机理；研究了资源诅咒对区域社会经济发展的影响，揭示了自然资源和人文资源供给对区域发展的动力机制，为我国精准扶贫、区域均衡发展提供了理论依据。
（3）生态经济学：证明了人口增长与技术进步的非均衡矛盾是造成生态危机的核心驱动力；明确了人为因素与自然因素耦合作用对我国植被变化和土地退化的贡献度；构建了生态系统服务净价值核算方法，计算了我国主要陆地生态系统服务的净价值，明确了退耕还林、天然林保护、三北防护林项目的成本与收益；提出了生态修复双赢理论，构建了生态修复与经济社会发展双赢生态修复新模式，为我国生态修复和生态文明建设提供了理论依据和适度超前的治理样板。
（4）修复生态学：提出了近自然绿道（Near-natural greenways）景观生态修复新理念；揭示了植被耗水对地表水、地下水变化的影响机制；发现了闽西红壤区生态系统演化的一系列突变阈值，明确了自然修复与人工干预在生态修复进程中的适宜范围，为人工造林和自然修复技术创新研究提供了科学依据，为我国基础设施建设中的景观生态修复与环境保护提供了理论依据和适度超前的治理样板。
