杨圣祥，男，博士，教授，博士生导师。湖南省“芙蓉学者”讲座教授，英国德蒙特福特大学教授，英国工程与物理科学研究委员会(EPSRC)同行评审学院的成员，电气与电子工程师协会（IEEE）的高级会员，IEEE计算智能协会（IEEE CIS）的会员），IEEE CIS智能系统应用技术委员会（ISATC）的成员以及IEEE CIS进化计算技术委员会（ECTC）的成员，IEEE CIS ISATC智能网络系统任务组（TF-INS，2012-2017）的创始主席和IEEE CIS ECTC动态和不确定环境中的进化计算任务组（ECiDUE，2011-2017)。1993年、1996年和1999年分别在东北大学获得学士学位、硕士学位和博士学位。现在是德蒙福特大学，计算机科学与信息学院，计算智能中心的教授。\r
